Welcome to the Aurora Regional Navigation Campus project website.

In January 2024, Aurora City Council approved 7 to 3 the purchase of the property at 15550 E. 40th Ave. in Aurora for its regional navigation campus to support those experiencing homelessness or housing instability. This purchase comes in lieu of previous plans to build a new center.

This website will provide community members with project updates on the planned campus.     Yes, requesting someone to vacate your property while informing them about the campus is acceptable. However, if you find yourself uncertain or uncomfortable in this regard, we recommend reaching out to your local authorities or submitting an encampment cleanup request to your local jurisdiction for assistance. For properties located in Aurora, please contact Access Aurora at AuroraGov.org/ContactUs. Similarly, for properties in Denver, please refer to the Denver 311 website for further guidance. https://denvergov.org/Online-Services-Hub/Report-an-Issue/issue/new-report. When we have finalized the Good Neighbor agreement, you will have access to it for reference. This will clarify who to contact or what steps to take in various situations.

    Homelessness is a complex issue, and shelters like ours aim to provide support and resources to individuals experiencing homelessness, helping them transition to stable housing and access necessary services. However, we recognize that safety is a valid concern for everyone in the community.

    Rest assured, our campus operator is committed to maintaining a safe and secure environment for both shelter residents and the surrounding community. They will implement various security measures, such as on-site security personnel, surveillance systems, behavior guidelines, and positive site control, including fencing.

    We are drafting a Good Neighbor Agreement, which will outline the responsibilities of all parties involved. Our operator will collaborate closely with law enforcement from Denver and Aurora to enforce regulations effectively, including regular patrols, outreach initiatives, and coordination with social workers to connect individuals with necessary support services.

    Being good neighbors means taking proactive steps to minimize any adverse impacts on the surrounding homes and businesses. To this end, our agreement with the operator includes provisions for daily neighborhood cleanups to maintain cleanliness and mitigate any potential issues.

    After thoroughly searching available properties throughout Aurora, we identified this location as the most suitable option for meeting our specific requirements. Despite exploring various options, we found that no other existing sites could accommodate the space requirements essential for our operations.This site was chosen for its proximity to our current resources, accessible public transit options, and available amenities. We anticipate a beneficial effect on the surrounding area, as the facility will contribute to the workforce for nearby businesses. Additionally, the repurposing of the Crowne Plaza will likely increase business for other hotels in the vicinity. Moreover, we aim to address existing concerns within the surrounding neighborhood by providing needed services for people experiencing homelessness and housing insecurity.

    Addressing homelessness is fundamentally an economic challenge, requiring financial resources for effective solutions. Fortunately, we have secured collaborative funding from various sources, ensuring no local tax dollars are utilized to acquire this facility. Contributions have been received from the State, Arapahoe County, Adams County, and Douglas County, and the funding allocated from Aurora.

    We will have a comprehensive budget breakdown once the acquisition process is finalized and our operator is fully operational. Maintenance costs for the facility will be divided between the city of Aurora and the campus operator, ensuring efficient upkeep.

    Our operator is committed to implementing robust programs, including referrals to substance use recovery facilities such as the upcoming Ridgeview Campus or Fort Lyon Supportive Residential Community and onsite addiction counseling. Furthermore, onsite security will always be maintained, prioritizing the safety and well-being of residents and the surrounding community.

    While many of your questions have been addressed in previous responses, I want to ensure clarity regarding our collaboration with the Denver Police Department (DPD). Yes, we are actively engaged in this process. We have already initiated discussions and met with one of your Community Resource Officers from District 5 Police Department. Moving forward, our operator and both police departments will maintain close communication and collaboration to prioritize safety for individuals accessing the campus and the broader community.

    As you rightly noted, there exists a population of people experiencing homelessness in the area, and we firmly believe that our navigation campus will contribute significantly to addressing this issue. We aim to provide essential services currently lacking in the community, catering to individuals experiencing homelessness and those facing housing insecurity.

    It's crucial to dispel misconceptions surrounding homelessness. Research consistently shows that individuals without stable housing are less likely to engage in violent crimes and are, in fact, more vulnerable to becoming victims of such crimes, particularly women, teens, and children experiencing homelessness. Rather than being perceived as inherently dangerous or lawbreakers, these individuals are often parents striving to support their families while living in challenging circumstances or seniors grappling with health issues and limited resources.

    By fostering a compassionate and supportive approach, we can better understand that those experiencing homelessness are our neighbors in need of assistance and shelter. Our focus is on providing tailored support to help them secure stable housing and regain stability.

    Our regional navigation campus is being designed to be inclusive, assisting anyone seeking help within our doors. Residents from Denver, Commerce City, and Douglas County, to name a few, and beyond, will be equally welcomed. Our day center will offer services catering to all individuals needing basic assistance, including those experiencing housing instability.


    We are committed to fostering workforce development and creating employment opportunities within our community. Our City Council stands behind a model that promotes shelter users' empowerment towards employment and self-sufficiency.
    It's important to note that our navigation campus will only serve adults and will not provide services for families with children. This approach aligns with best practices, which recommend separate facilities for singles and families. While our current focus is on single individuals, we recognize the need for family sheltering and plan to address this in our future projects.

It's important to recognize that high housing costs are a significant factor contributing to homelessness in our community.

    Regarding the impact on local restaurants, the Navigation Campus will attract a substantial number of individuals onsite at all times. It's worth noting that many people experiencing homelessness have some level of financial resources, whether from multiple jobs or sources such as Social Security Disability. As potential customers, they may contribute to the patronage of surrounding restaurants and could even bolster the local workforce.

    Additionally, with a sizable staff onsite, there will be a demand for dining options among employees, potentially leading to increased patronage of nearby restaurants. This collaborative relationship between the campus and local businesses can foster economic growth and community integration.
