In January 2024, Aurora City Council approved 7 to 3 the purchase of the property at 15550 E. 40th Ave. in Aurora for its regional navigation campus to support those experiencing homelessness or housing instability. This purchase comes in lieu of previous plans to build a new center.

    This site was chosen for its proximity to our current resources, accessible public transit options, and available amenities. We anticipate a beneficial effect on the surrounding area, as the facility will contribute to the workforce for nearby businesses. Additionally, the repurposing of the Crowne Plaza will likely increase business for other hotels in the vicinity. Moreover, we aim to address existing concerns within the surrounding neighborhood by providing needed services for people experiencing homelessness and housing insecurity. The Aurora Police Department will collaborate with the Denver Police Department to prioritize safety and security measures in the area.

    A collaborative effort involving our campus operator and law enforcement is crucial for the success of this project. This collaboration will be formalized by developing a Good Neighbor Agreement outlining the responsibilities of all parties involved. While it's important to recognize that we cannot prevent individuals from utilizing a public park, law enforcement will work diligently to ensure that the space is utilized appropriately and safely. They will collaborate closely with our operator to enforce regulations effectively, including regular patrols, outreach initiatives, and coordination with social workers to connect individuals with necessary support services.

    Being good neighbors means taking proactive steps to minimize any adverse impacts on the surrounding homes and businesses. To this end, our agreement with the operator includes provisions for daily neighborhood cleanups to maintain cleanliness and mitigate any potential issues.

    It's essential to emphasize that denying individuals access to shelter based on sobriety or other factors only perpetuates homelessness and deprives people of the assistance they require. We firmly believe in giving everyone access to services, regardless of their background or circumstances. This approach fosters a healthier community and contributes to a healthier Colorado as a whole.

    We remain committed to fostering open communication and engagement with the surrounding neighborhoods. Information sessions and opportunities for collaboration will continue to be provided, and we welcome input and feedback from the community as we strive to address concerns and work together toward mutually beneficial solutions.

    The decision to establish our navigation campus at this location addresses the identified need for essential resources. With existing RTD access and additional transportation services to key locations provided by our operator, transportation barriers will be minimized, ensuring accessibility for all.


    A significant portion of our navigation campus will focus on workforce development and employment opportunities. Additionally, the day center component will be open to anyone needing assistance, not limited to those experiencing homelessness. Services offered include case management, housing navigation, medical support, meal provisions, mental health services, and more. We anticipate this comprehensive approach will benefit those directly utilizing the services and the surrounding community as a whole.

    While we are still in the initial stages of designing and planning operations, we currently do not have a finalized budget to share. However, we encourage ongoing community engagement and commit to providing further updates as the process progresses. Your continued involvement is essential in shaping the development and success of this project.

    Absolutely. Our navigation campus is designed to comprehensively support individuals with a range of needs, not only providing shelter. This encompasses vital services such as mental health support, addiction counseling, case management, housing assistance, medical care, provision of nutritious meals, and employment services. We are partnering with an experienced homeless service provider as our operator, who will collaborate with additional specialized providers to ensure that individuals receive assistance from experts in their respective fields. This collaborative approach aims to address the diverse and complex needs of those seeking support.

    In response to the increasing demand for services for individuals experiencing homelessness in the Denver metro area, the State has allocated funding to establish navigation campuses in several communities, including Denver, Englewood, Boulder, and Lakewood. This collaborative, multi-city approach aims to ensure that residents in need within these communities can access essential services without relocating. That said, we do not anticipate a significant influx of individuals from outside the local area.

    Our current shelter operates on an inclusive basis, welcoming anyone seeking services, yet we observe minimal numbers of individuals from other cities. With the implementation of our navigation campus, our primary goal remains to provide support to those in need within our community and neighboring areas. This concerted effort aims to address homelessness collaboratively across the region while ensuring that individuals receive the assistance they require in their communities.

    Aurora city staff are currently in the process of finalizing the operator agreement, and thus, the budget for facility operations has not been finalized. Once the operator is onboard, we will better understand our budget. Although we have identified some operational funding, the city and operator will collaborate to secure additional ongoing funding.

Who is concerned about our residents and our property values? Who is concerned about the added crime potential to our already distressed neighborhood? The government has literally boxed in our homes and our families with people who for the most part have no respect for the area they are literally living in for free while the rest of us are paying out our noses to maintain our housing situation. Who is going to make us whole again when our property gets destroyed and we get run out of our own neighborhood? There isn't not one government person looking out for our community and its residents. Who is going to control this situation? The police are useless as the more shelters you open the more you overwhelm them. As a concerned citizen and resident of Gateway Park I do not feel that we were given any thought or consideration as to how this homeless/immigration housing situation has been handled. There are a great many places other than the Crown Plaza that could have and should have been considered especially since the Comfort Inn has already been taken over. The amount of homeless subjected to this area is in no way fair to our community. There is zero accountability that you will hold these residents too. There is zero accountability that you hold staff too. As I was told from the CEO of one of your projects. “We monitor vouches, we do not monitor people”. So the more vouches you fill the more tax payers pay? This is unacceptable. These people should have to work like the rest of us taxpayers. The Comfort Inn at Peoria and I-70 is already overwhelmed with people and the amount of people panhandling is out of control not to mention getting dangerously aggressive. Now with this going on at literally the next highway exit how is this fair for this community? It is bad enough that our neighborhood has one but now we are going to have two? Who is concerned about our residents and our property values? Who is concerned about the added crime potential to our already distressed neighborhood? The government has literally boxed in our homes and our families with people who for the most part have no respect for the area they are literally living in for free while the rest of us are paying out our noses to maintain our housing situation. Who is going to make us whole again when our property gets destroyed and we get run out of our own neighborhood? There isn't not one government person looking out for our community and its residents. Who is going to control this situation? The police are useless as the more shelters you open the more you overwhelm them. As a concerned citizen and resident of Gateway Park I do not feel that we were given any thought or consideration as to how this homeless/immigration housing situation has been handled. There are a great many places other than the Crown Plaza that could have and should have been considered especially since the Comfort Inn has already been taken over. The amount of homeless subjected to this area is in no way fair to our community. There is zero accountability that you will hold these residents too. There is zero accountability that you hold staff too. As I was told from the CEO of one of your projects. “We monitor vouches, we do not monitor people”. So the more vouches you fill the more tax payers pay? This is unacceptable. These people should have to work like the rest of us taxpayers. Why are you hurting the tax payers housing these people for free? If this is such a great idea why than move this facility to your neighborhood.     Aurora city staff is not aware of another shelter on Peoria and I-70. However, we believe that the presence of the Aurora  Reginaional Navigation Campus will likely shelter many of the people you are referring to who are in that area, hopefully relieving some of that stress. The goal of our campus is to help people who are struggling to become self-sufficient and get housed.

    The Good Neighbor Agreement will outline the commitment and shared responsibilities of the city of Aurora, the Navigation Campus Operator, and neighbors in establishing and maintaining positive relationships. 

    We all share common goals, including:

    • maintaining a peaceful, safe, and clean neighborhood; 
    • sharing open and honest communication;  
    • helping each other address concerns and solve problems;   
    • offering a public service for the benefit of the neighborhood and community. 


    The city does not yet have a written agreement but will do so with the input from community leaders. The city will ensure that contact information for the campus operator is readily available so they can respond appropriately. We will also work with our Police Area Representative (PAR) Officers to ensure adequate coverage.

    Studies have shown that a well-managed shelter can positively affect the local economy by increasing foot traffic and providing potential customers. We also anticipate that shelter users will be able to provide additional staffing for local businesses. 53% of people living in homeless shelters are employed, either full or part-time.

    The city and campus operator will work with RTD to ensure that operations continue to run smoothly and meet the needs of everyone in the community.
