Overview
Northwest Aurora is the cultural heart of the city and East Colfax is Aurora’s original downtown. The Colfax Community Vision & Action Plan is a planning process focused on gathering community priorities for the Colfax area and creating an action plan for achieving these goals. As part of this effort, the project is also evaluating different models for a community-led organization that could help fund and work towards these priorities.
The first draft of the plan is available in English and Spanish. The plan summary is also available in Farsi, French, and Burmese. See the "Plan Materials" section to the right.
DDA Election
On July 28, 2025, Aurora City Council approved placing the Aurora Downtown Development Authority (DDA) on a November 4, 2025 mail ballot election.
Voters will decide:
- Whether to form the DDA
- Whether to allow the DDA to use Tax Increment Financing (TIF) under Colorado’s Taxpayer Bill of Rights (TABOR).
People who live, own property, or represent a business within the proposed DDA boundary will be eligible to vote in this election. A webpage with more information about how to vote and key deadlines is available at AuroraGov.org/DDAElection.
DDA Boundaries and CDC Service Area
Below are the proposed DDA boundaries and overlapping CDC service area. The DDA boundaries are Yosemite St. to the west, E 16th Ave. to the north, the Fitzsimons Urban Renewal Area to the east, and E 14th Ave to the south. The CDC can work throughout Northwest Aurora as it does not have defined boundaries.
Community Engagement Summary
Over the last nine months, we have:
- Hosted or attended 24 events with 830+ attendees
- Held 100+ conversations with residents, business owners, property owners, and organizations
- Survey available in 5 languages
From that feedback, these six priority areas emerged:
- Public Safety & Security
- Supporting Small Businesses & Access to Goods and Services
- Community Wellbeing & Stability
- Cleaning & Maintenance
- Advancing Arts, Culture, and a Creative Economy
- Public Space Improvements
What's Happening Now?
We will continue to refine the draft plan based on community feedback. A second draft will be released later this fall.
Work to create the CDC will continue in parallel with DDA formation.
