What is Build Up Aurora and how did it get started?

    The city has substantial infrastructure needs that must be addressed in the coming years. The City Council and city staff continue to work on prioritizing the needs and strategizing ways to address these needs. The city identifies the work associated with this effort as Build Up Aurora.

    The first project associated with Build Up Aurora was the residential street rehabilitation project in 2023. That year, the city targeted 35 neighborhoods for concrete repair and mill and overlay work (paving). Much of the work addressed residential streets, with some additional work on collector and arterial roads. In past years, street maintenance was funded through the city's general fund, with most funds dedicated to arterial and collector roads due to limited funding. To address the backlog of work, the City Council agreed to use certificates of participation to provide additional funding for residential street maintenance. The use of certificates of participation allowed the city to borrow funding by pledging several city assets as collateral until the funding is repaid over time. This financing allowed the city to address critical neighborhood roadway maintenance. 

    With the completion of this work, the city delivered on promises to address a top priority of our residents—transportation and roadways—by improving the condition of Aurora's residential streets. Residential streets citywide will continue to be part of Aurora’s annual roadwork, with a continued focus on caring for what we have.
